Human Resource Management Information System (HRMIS)

Education Department, Govt. of Assam is intended to digitize data of all teachers of Elementary and Secondary Schools as a strategy for proper management of Human Resource. In this regard, Govt. of Assam has taken an initiative to digitize all data of teachers by developing an Human Resource Management Information System (HR-MIS). HR-MIS is an important initiative of the Department of Elementary and Secondary Education, Govt. of Assam to capture relevant service particulars of each and every teacher to generate an exhaustive database. This database would help the Education Department in getting various Management Information System (MIS) reports for effective administration like maintenance of service records of teachers in electronic form, getting the list of teachers retiring in a particular time, knowing the vacancy details of teachers, availability of subject teachers, in-service training details of teachers, leave management of teachers etc.

HR-MIS is an electronic version of service records of teachers. Teachers as well as school authority can their access their information through their drawing and disbursing officers anywhere at any time. HR-MIS would help in streamlining information of teachers and thus enhances smooth and effective administration.

It will help teachers and educational administrators in a number of ways:

  • Teachers can access their electronic version of service records through their DDO’s anywhere at any time.
  • DDO(s) can generate the pay bill of teachers electronically for fast disbursal of salary thereby mitigating the long manual process.
  • Details of leaves, loans etc of teachers will be kept electronically thereby maintaining more accountability and transparency in the whole process.
  • Sanctioned posts and vacancy details of teachers can be tracked very easily which will streamline the process of recruitment of teachers and in a time bound manner.
  • Availability of teachers with their job nature – Regular, Contractual, and Teachers engaged under SSA or RMSA can be tracked very easily.
  • Details of Professional Qualifications of teachers like Diploma in Elementary Education (D.El.Ed), Bachelor of Elementary Education (B.El.Ed.), B.Ed., M.Ed., Diploma/degree in Special Education, one year training (J.B.T/ S.B.T/Normal/DIET) can be tracked very easily which will help in implementing several Govt. of Assam and or Govt. of India initiatives.
  • In-Service training details of teachers can be tracked easily which will help in imparting various in-service trainings to different teachers which otherwise would have been given to selected teachers.
  • Details of subject teachers, TET qualified teachers etc. in a school wise manner can be tracked very easily.
  • By having proper records of teachers in all types of schools, rationalization of teachers can be done very effectively and efficiently and in a time bound manner.
  • Since HR-MIS is an electronic platform for recording teachers data, it can be accessed by teacher anywhere anytime and can get details from the system without having to come to District HQ/ Dispur.
  • HR-MIS can be integrated with other systems like Treasury Management and Information System which will help in smooth transfer of salaries and other benefits of teachers on time. The list is not exhaustive and HR-MIS can be scale up to do more complex functions.

To implement HR-MIS in the education department, three core resource teams are hereby constituted at different levels for data collection, error free data entry, verification, validation of digitized data and monitoring of the whole process.

State Resource Team (SRT)

The State Resource Team (SRT) will be responsible for overall planning, monitoring, guiding & providing technical support and ensuring inter-departmental coordination between different departments in all the activities during digitization of teachers' data. They have to ensure proper implementation and timely completion of all digitization process of HR-MIS. Constituted by following members-

District Resource Team (DRT)

Terms of Reference for District Resource Team(DRT) shall be as follows :

1.Format Distribution (Employee Information Sheet) to each and every block of the district.

2. Inspector of Schools has to ensure that Headmaster / Principal of each school has provided photocopy of the Employee Information Sheet to each and every teacher (Regular/ Contractual/ Fixed Pay Teacher/ Teacher SSA and RMSA).

3.Training of teachers for filling up of format for digitization of teachers data

4. To provide all technical support in setting up HR-MIS System at District / Block level for proper collection of all data.

5. Addressing all digitization of data related grievances of teachers to get consistent data of teachers

6.Monitoring of data entry in blocks and at schools.

7.Selecting a computer savvy teacher per school of secondary education including Madrassa for data entry of Secondary Schools at school level. For elementary education data entry shall be done by block MIS personnel of each of the school.

8. Supervise and guide the work-flow of digitizing including rectification of data so as to conform with official records.

9. Dissemination of digitized data to each and every individual teacher for verification, confirmation and counter signature of by Headmaster / Principal and the teacher itself.

10. Ensure timely completion of digitization as stipulated by Govt. of Assam.

11. Work in close coordination with SRT and submit reports accordingly.

12. To reconcile all digitized data with official records. Inspector of Schools would be responsible for reconciliation of all Secondary/Higher Secondary Schools/ Jr. Colleges data and DEEO/DIS would be responsible for reconciliation of all elementary schools data.

Terms of Reference for Education Block Resource Team(EBRT) shall be as follows :

1.To ensure distribution of formats to each & every school of the block

2.To ensure that Headmaster / Principal of the school has provided photocopy of the Employee Information Sheet Format to each and every teacher (Regular/ Contractual/ Fixed Pay Teacher/ Teacher SSA and RMSA).

3.To ensure collection of all filled up formats from each & every school of the block

4.Verification of formats whether authenticated by the Principal / Headmaster after collection within the stipulated time frame.

5.To ensure error free data entry

6.Dissemination of digitized reports to each and every individual teacher for verification, authentication and rectification(if any).

7. To ensure reports be counter signed by Principal/ Headmaster of the respective school and the teacher itself.

8. Collection of counter signed reports of each and every teacher of the schools (Regular/ Contractual/ Fixed Pay Teacher/ Teacher SSA/ RMSA).

9. Submission of digitized reports to District In-Charge with certificate of authenticity.

10. If any discrepancy found by the District In-Charge, the same must be corrected by the EBRT with prior confirmation and authentication by the Principal/Headmaster and the concerned teacher of the respective school.
